In its ongoing efforts to drive global maritime innovation, the Maritime and Port Authority of Singapore (MPA) has announced a significant transition to digital bunkering solutions, starting on 1 April 2025.

What Changes Will Occur in April 2025?

Beginning on 1 April 2025, all bunker suppliers in Singapore will be required to issue electronic bunker delivery notes (e-BDNs) as the standard method for documenting bunkering transactions. This shift to digitalization aims to streamline administrative processes, enhance transparency, and improve the overall efficiency of maritime bunkering activities.

Who is Responsible for Digital Solutions?

Bunker suppliers are responsible for procuring, installing, subscribing to, and maintaining the necessary digital bunkering solutions. They must ensure compliance with relevant standards, manage electronic documentation, and provide monthly bunker sales data directly to the MPA. It is important to note that the MPA will not engage in any commercial negotiations or arrangements between bunker suppliers and digital solution providers or other third parties.

Transitioning from Paper to Digital

While the standard expectation is the digital issuance of e-BDNs, bunker suppliers may generate a paper version of the BDN from electronic records if explicitly requested by customers or if circumstances require it. Nevertheless, suppliers are strongly encouraged to educate their customers and facilitate the transition toward electronic documentation for improved efficiency.

Simplified Documentation Process

One of the key advantages of digital bunkering is the decreased need for physical presence onboard receiving vessels. Generally, cargo officers will no longer need to board ships for paperwork. Instead, unique digital links or passwords will allow the vessel’s Chief Engineer or Master to complete the necessary documentation electronically, significantly simplifying operational logistics.

Accessing Digital Documentation

Both the vessel and appointed surveyors can receive e-BDNs and associated documents electronically via email or by downloading them directly from the digital bunkering system. This ensures immediate access and enhances document-handling efficiency.

Handling Biofuel Transactions Digitally

The digital bunkering process for biofuel transactions will largely follow existing procedures, with no additional special endorsements or considerations required specifically for biofuels.
